StepParm.dll 3

All dll program will receive the current version number of the Sitestepper/StepGen/StepEdit programs when the dll is changed.

If no changes are required it might be that a version is skipped.

Version 3 of StepParm.dll was never developed because no change to the dll was necessary while developing versions 3.x of Sitestepper, StepGen and StepEdit.
